Evaluation Comments:

Chief Lambky has been recommended for the Navy Commendation Medal with Combat "V". He has been the only person from this command to have been recommended for this award.

Justification Comments:

Inititive, cooperativeness, resourcefulness, diligence, and a superior knowledge of his professional duties are insufficient words to describe Chief Lambky's contribution to this command. Lambky has initiated and supervised a highly effective maintenance program in addition to PMS which has increased the reliability of the Engineering plant on the Caddo Parrish.

During operations in Viet Nam equipment has gone off the line and the work considered beyond the capability of ships force. Under Lambky's supervision however the geater percentage of these casualties have been corrected without outside assistance. In one instance Lambky spent two full days pouring and machining new bearings for the ships AC generator getting it back on the line and voiding the necessity of a casrep.

His overall performance is a credit to the man himself, his ship, and the United States Navy.

"For meritorious achievement as Main Propulsion Chief while serving in USS CADDO PARISH (LST-515) from 28 March to 29 December 1968 during combat operations against the enemy. Chief Petty Officer LAMBKY personally supervised the operation and maintenence of a successul engineering plant despite an arduous schedule and a paucity of repair and supply support. His ingenuity, motivation, and willingness to work long hours were instrumental in the ability of his ship to meet all commitments. His firm guidance and understanding provided his subordinates with inspirational leadership and materially contributed to the morale and effectiveness of his ship as a whole. Chief Petty Officer LAMBKY's professionalism, leadership, and devotion to duty reflected great credit upon himself and were in keeping with the highest tradition of the United States Naval Service."

WO-1 LAMBKY reported aboard ARIKARA on 8 July 1970, shortly before the ship commenced refresher training and less than a month before deployment. With uncommon enthusiasm and a high degree of professional competence, WO1 LAMBKY stepped into the breach left by his predecessor and kindled a new spark of life in ARIKARA's engineering plant. He corrected some longstanding maintenance and safety items, particularly technical engineering items involved with the ships main propulsion diesel with the results that the NORAC deployment commitments were made with reliability. Depite numerous minor casualties from 24 July through 7 November 1970, the condition of machinery and spaces improved. WO1 LAMBKY had convinced his workers that the job could be done. A major casuality, a crankcase explosion to number 1 engine on 7 August 1970, did not deter his goal of the best engineering spaces in the Squadron. As the deployment drew to a close, WO1 LAMBKY instilled a sense of competition among the men in his spaces. The intradepartment competition, together with WO1 LAMBKY's inspirational leadership and technical ability produced a transformation of improved engineering dependability and material condition that contributed substantially to the command's continued ability to meet all commitments.

Warrant Officer LAMBKY trained and developed the Engineering Department into an effective team capable of repairing major casualties without assistance from shipyard facilities. In addition to performing normal preventative maintenance, his personnel greatly improved the material condition of the engineering spaces while continuing to meet all operational commitments. Under his leadership several thousand dollars were saved in repair costs. His diligent efforts and resourcefulness inspired all who observed him and contributed significantly to USS ARIKARA's meeting all assigned missions in the hostile weather environment while on deployment. For consistently superior performance while serving as Chief Engineer onboard the USS QUAPAW (ATF-110) from 15 August 1971 to 15 February 1974. Throughout his tour onboard the USS QUAPAW, Chief Warrant Officer LAMBKY consistently performed his demanding duties in an exemplary manner. Tasked initially with maintaining a nearly 30 year old engineering plant, CWO LAMBKY demonstrated initiative, versatility, and great resourcefulness that allowed the USS QUAPAW to meet all her commitments during two deployments with the U.S. SEVENTH Fleet. As manager for his ship's regular overhaul, CWO LAMBKY assumed a substantial leadership role in achieving maximum work with available funds and manpower. Noteworthy were his outstanding accomplishments in refurbishing of the Main Motor Room and in remodeling the crew's berthing compartments for maximum habitability-both were achieved without special funding.

CWO-2 LAMBKY's industry, diligent perserverance, and devotion to duty combined to make QUAPAW a ship known for her outstanding material readiness.

CWO-2 LAMBKY's superior achievement in this area reflects great credit upon himself and the United States Naval Service.

Performance Review:

Assigned as a Battalion Commander at this Recruit Training Command, CWO2 LAMBKY is responsible for the training of Recruits numbering approximately 700 on any given day. In addition he is responsible for the Senior Enlisted Personnel assigned to lead each Company of Recruits. Providing the leadership, supervision, guidance and assistance to the Senior Enlisted Company Commanders requires an exceptional degree of competence and dedication. When his battalion was formed 9 months ago there were no usable office spaces and the general material condition of all buildings was unsatisfactory. Utilizing his own initiative, CWO2 LAMBKY organized his staff, procured materials, much of it at his own personal expense, and began a rehabilition project. Today his Battalion Office has an atmosphere of orderliness, neatness, and imagination; it's material condition is excellent, creating a most favorable impression on the Company Commanders and Recruits who pass through it daily. He has been commended for his work as part of a staff study to improve the receiving and outfitting division's appearance. And the first impressions made on newly arriving trainees. Of particular note is the work he did in proofreading and indexing the Company Commander Guide, a 600 page document designed to establish procedures and guidelines for the training of recruits. His meticulous and diligent work in this area, much of it in off duty hours, ensured a correct, complete, and well ordered publication, and demonstrated his excellent command of the English language. In his dealings with the young recruits, CWO2 LAMBKY showed himself as a perceptive and able counselor. He evidenced a sincere concern for their personal well being, instilled a sense of self discipline, responsibility, and a respect for the goals and purposes of the recruit training command. CWO2 LAMBKY practiced and encourages equal opportunity and human dignity. His attention to his personal appearance is another indication of CWO2 LAMBKY's dedication to and pride in being a member of the Naval Service. Because of his enthusiasm, pride, professionalism, dedication and demonstrated performance, CWO2 LAMBKY is strongly recommended for promotion to CWO3.

As Material Officer,CHIEF WARRANT OFFICER LAMBKY is responsible for the fiscal management and the maintenance effort of the RECRUIT TRAINING COMMAND. His performance during this reporting period has continued to be outstanding. His organization and management of the material issue room is particurlarly worth of note. The material issue organization has been taken as a model unit by both RECRUIT TRAINING COMMANDS at GREAT LAKES and ORLANDO. During the recent COMMAND INSPECTION, the material section, under CHIEF WARRANT OFFICER LAMBKY's supervision, received many praise worthy comments, and he was singled out by name for noteworthy performance. CHIEF WARRANT OFFICER LAMBKY continues to demonstrate outstanding qualities of planning, initiative, and execution of self help work projects. CHIEF WARRANT OFFICER LAMBKY is a most capable NAVAL OFFICER fully qualified and recommended for positions of increased responsibility. He is highly recommended for promotion.
